Shields are a staple in warfare, from when we used them to block swords to when we use them to block shrapnel. Plus they look DAMN cool. What say we add a new set of racial Light weapons?
The shield will have a certain amount of HP and a certain movement penalty, dependent on the race. Gallente shields will have heavy armor, Caldari will use hard-light-looking arrays that have high shields, all that good stuff. They will also be effective while on your back, very visible. This will prevent Scouts from one-shotting you by surprise if they don't take care to avoid the shield, but all you have to combat them is a sidearm. As it is a Light weapon, this will also allow Commandoes to have something to compensate for their low HP total while still making the commando himself highly squishy.
Each race will have a differing racial skill as well as augmenting your melee power, as you are bashing with a shield and not slapping with your gun-butt. It won't be much as we don't want to outmode pure melee weapons, but still enough to dissuade CQC with a shield-bearer. The only way to repair a shield will be from devices that repair Armor, such as Repair Tools and Triage Hives. This will count as an armor wave on the hive, prevent you from getting ammo until your shield is at maximum. Your armor will be repaired before the shield's will.
Caldari: Hard-Light shield. Focus on Shield HP. Gallente: Multi-Polymer shield. Focus on Armor HP. Minmatar: Makeshift shield (could use a better name). Repairs its armor overtime, but has the least HP of any shield. Lowest movement penalty due to the light weight. Amarr: Heavy shield (could also use a better name). Heftiest shield with the most HP, but also the highest movement penalty.
As for the rest, I'd like input from the best. Please put in your critique of things above the line separate from those above it.
Ideas: Be able to use Sidearm and Shield in tandem. Caldari skillset. Caldari Shield (2x)- Increases Shield's Shield regeneration by 5% per level. Caldari Shield Proficiency (5x)- Increases Shield's Shield HP by 1% per level. Caldari Shield Cohesian (3x)- Increases Shield's Shield resistances by 1% per level. Caldari Shield Handling (3x)- Decreases movement penalty by 2% per level.

So make the shield PURE one tank or the other for Gal and Cal? Interesting. Cal would go into Triage abit often if that were the case... I'll think on it, definitely adding to the idea section at least.

I want it to be so, but I wasn't sure enough to put it in the main portion. Sidearms are short ranged enough that I feel it would be fair, and also an issue of button allocation. Would want to both be able to fire from the shield AND maintain a full set of shielded actions. Maybe limit sidearm fire to when you ADS with the shield out? I can't see any reason to ADS with just the shield, so that seems like it would solve the button issue.

That always bugged me, but the Armature is integral to the shotgun. If it gets damaged then firing the gun will break your puny arm. What really bugs me is that if you melee with a shotgun, the armature just disappears. I guess it just isn't modeled in first person. Making it a semi-shield like thing with damage resistance could be nice though, to compliment the shotgun's range profile. Not saying any more to prevent derailing my own thread.

The concept behind what you are saying though, has some real merit. I love the idea of some sort of additional armor that you can use that won't take up a high or a low slot but will take another type of slot and won't provide 360-¦ protection. An equipment slot would be the ideal place for an item like this. I'm kind of envisioning a deployable armor plate that springs up in front of you as a destroyable (but very tough) deployable wall. There could also be shield variants.
While this deployable shield is not as versitile as your wearable concept I feel like it is more fitting with the theme of the game and would make for some interesting changes to the dynamics of a match.
Personally I was hoping for a large, Phalanx-style shield. A kite shield leaves too much open near the bottom and a buckler is too small to waste a weapons slot on. Also, the only 'sleek' suit is the Caldari due to their design aesthetic, the other three are clunky by default (Minmatar's scrappy, Gallente's reinforced plates, and Amarr's aesthetics-before-design). As for deployables, those are an idea as well, but a SEPARATE one. We can have halo-esque bubble shields and blast walls, but making them instead of these would make me very sadpanda.
I'd prefer to make those mid-equip-slots as well. Most people call it the grenade slot, but I remember when they had aspired to more...

When the Amarr Shield (Heavy Shield) is activated, the Shield would reduce the user's movement speed by 50%, but also resist projectile and explosive damage by 50% while using an inertial pulse (or something like that) to blow away all explosives for x seconds. All of these would sharply boost the user's profile and render them unable to run. Having these additional effects would greatly supplement the Shield's tactical use and, to an extent, make them more than just Shields. These could act as great counters to current and future weapons (Ie: Amarr Shield for REs on objectives or grenade spam in close-quarters; Minmatar to breach heavily guarded, close-combat portable Shields). Conclusion:Of course, this is all speculation, and the bonuses are just examples, but I think most everything in Dust needs to be risk v. reward and have some kind of tactical advantage or niche. If there are going to be Shields in Dust, they should be more than just Shields.
This is great and all, but seems more like a core feature to build a game around rather than one to add in. It is very complex, and the more complex something is the harder it is to create. I would be fine with simple 'riot shield' style weapons. Resistance boosters and such should be their own modules, we haven't got enough high slot diversity yet to count those out. Also, you have to think about battle practicality and button useage. For example, what button would turn this mode on? And who in their right mind would use the Amarr one? Such a slow, large target would get torn apart, especially with no gun to fire back. The game is an FPS RPG, not just an RPG.
Also, who's fighting who seems to be on the brink of change, has been for about a year now but still...

The first is nice and all, but a floodlight can't block bullets.
As for the second a live Minmatar would struggle too much, and a dead one would already be full of holes. Also, Amarr suits are somewhat larger than Minmatar...

We wouldn't need resistance modules if the effects were built into the Shield (were it to be Equipment). Even with simultaneous weapon usage with a Shield, assuming ADS would not be allowed, the button could be mapped using the Shield for maximum coverage would be the zoom for weaponry (as a double-tap hold). Also, if not able to simultaneously use a weapon, the reload button would open up. Like I said, this isn't set in stone; they are only examples. The Amarr one would be useful in narrow hallways/ close-quarter fire fights. Even though the target is moving slowly, remember it is the "heaviest" of the Shields and would also be able to push away things like grenades and remote explosives (and although didn't include it, other deployable equipment, too). In addition, with a strong enough repulsive, friendly explosives would also get a velocity boost. While the shields can be used as individual protection on their own, some of their activated effects give boosts that are most effective working as a team.
Complexity can also add fake depth. It is better to start simply and make sure the basics hold water. Also, all the checks that your shield effects would have to run would make them a nightmare for programmers, if not just a lag-trap in general. We don't need them to be so overdone.
Making them equipment would defeat the point.
Even if it is the toughest, your Amarr one would be torn to shreds within moments by a Blaster Rifle, deployed or not. This function requires far too much commitment for a PvP FPS scenario, and is therefore excessive and useless at the same time.

I only makes sense. The N7 Paladin is my fav gun in ME3, super powerful per hit, oh and did I mention there is a special Sentinel Varient that has an energy shield?.... you don't need to even ask whether or not this character is my favourite one..... But yeah I always wanted to be the guy in the Amarrian Dropsuit who was first onto that titan/cruiser/battleship, shield in hand clad head to toe in ornate golden armour with much flowing parchments, bearing verses of the scriptures, swinging a mace and shield around like it aint nobodies business. The day we can breach a hostile warship and take it down from the inside is good enough for me.
The day we do that is the day every EVE player fits orbital cannons and proceeds to burn every life-sustaining planet they can find. We'd be lucky to still have space stations to play on.

I'd still rather see them as equipment. Even though it defeats the point of your idea/concept, there would be other benefits (and drawbacks) to having it as such. Fair enough on last statement.
My point is that your idea is far too situational. People carry Flux grenades because everyone has Shields. People wouldn't carry a weapon that only partially nullifies Minmatar weaponry because there is only a one-in-four chance of the other guy having Minmatar weapons, maximum.
Equipment is the place for deployables like Blast walls or Bubble Shields. An Equipment slot is only as big as a sidearm holster, as we can infer using the differences of the Amarr Logistics to the other race's Logis. Even if they stored up at that size they would be flimsy when deployed, and Logis having 3-4 of them would break them if they were at a useful level of power. As for my idea, it is meant as a solid defense for the squishier suits. It would give Commando and Scout, for example, a far increased survivability, while costing them something vital (a Light slot). It would also be difficult to be used by Logistics suits, forcing Logis that use them to have drastically different play-styles. As a Logi, I am mildly thrilled by the prospect.

Plus no where in EVE are there "shields" other than the normal passive shield you have on your ship. The only thing I can say that is needed are "Shield Transporters" so logistics players can repair players shields just the same way as they do Armor. These are in EVE and should be in DUST as well.
There should be shield transporters.
On a relevant note, there weren't cloned mercenary battles in NEW EDEN until we started them. We can make whatever we need to facilitate our battles. Shields don't fit into EVE because of the way the game works, with accuracy being a simple die roll. There is no reason why the FPS genre, which DUST is a part of, can't have shields. Several prominent FPS games have shields. So I really don't understand what you are trying to say.

Actually, there are tribes in Africa, with some kind of ritual practice, where they jump strait up and down at a stand still. I here that they can attchive heights in excess of five feet, at a stand still! Average causation male hight is about 5'7" to 5'9". the **** you pick up in 35 years of life hunh?
Africa is roughly a billion and one SpaceMeters from the nearest Scout dropsuit, unfortunately.

Probable the big two, Amarr and Gallente, would be rather well versed in them. Between their affinity for armor and their homefront (Amarr for runaways, Gallente for 'peacekeeping') both have probably got plenty of Riot Shield SP.

If you mean Holo, then yes, the Caldari shield would probably be solid-light or Holo in appearence.
If you mean Hollow, then yes, the Minmatar shield would probably be hollow to be lighter and accommodate a shield generator to have both tanks.
If you mean Hallow, then yes, the Amarr probably bless their shields.
If you mean Helo, then yes, the Gallente shield will probably be as thick as Helicopter armor.
